Air Quality

Negligible – an action that could change air quality, but the change would be
so small that it would not be of any measurable or perceptible consequence.

Minor – an action that could change air quality, but the change would be
slight and localized with few measurable consequences.

Moderate – an action that would result in readily apparent changes in air
quality with measurable consequences.

Major – a substantial adverse or beneficial change in air quality would
result.
